MTSS Math Fidelity Rubric: Align, Assess, Advance

A Strategic Reflection Tool for Strengthening Tiered Math Supports

The MTSS Math Fidelity Rubric: Align, Assess, Advance is a comprehensive and user-friendly evaluation tool designed to support schools and districts in assessing the quality and consistency of their Multi-Tiered System of Supports (MTSS) in mathematics. Developed with a deep understanding of the challenges and opportunities within large urban educational settings, this tool empowers educational leaders to take a thoughtful, systematic approach to continuous improvement.

Grounded in best practices and aligned with research-based MTSS frameworks, the rubric helps central office leaders, school administrators, instructional coaches, and teacher teams collaboratively examine how well math supports are being delivered across all three tiers of instruction. It provides a structured way to assess fidelity of implementation, evaluate alignment with student needs, and identify key leverage points for growth.

Key Features:

Multi-Dimensional Evaluation

The rubric is organized into clear domains such as Tier 1 Core Instruction, Data-Based Decision Making, Tiered Intervention Systems, Progress Monitoring, and Leadership & Collaboration. Each domain includes detailed descriptors that define what practice looks like at various levels of implementation—from emerging to exemplary.
Collaborative Reflection & Action Planning

Designed to be used in team settings, the tool promotes deep discussion and shared reflection. Teams can engage in honest conversations about current practices, surface inconsistencies, and celebrate strengths. The results can then be used to drive meaningful action steps and inform school improvement planning.
Scalable for District and School Use

Whether applied at the school level or across a district, the rubric supports vertical alignment and system coherence. District-level leaders can use the tool to identify trends, provide targeted support, and monitor the health of MTSS implementation across schools. School-based teams can use it to guide their own site-specific improvement efforts.
Focus on Equity and Access

By helping schools ensure that every student—particularly those in under-resourced or historically underserved populations—receives appropriate and timely math support, this tool supports the creation of equitable learning environments.
Data-Driven and Action-Oriented

The rubric not only helps users assess current state but also encourages the use of data and evidence to prioritize next steps. It supports the development of focused improvement plans that are both strategic and manageable.

When and How to Use It:

Start of Year Diagnostic: Establish a baseline for where your school or district stands in terms of MTSS math implementation.
Mid-Year Reflection: Reassess progress and recalibrate strategies as needed.
Strategic Planning: Use the rubric to inform professional development plans, resource allocation, and intervention scheduling.
School Improvement Planning: Align rubric insights with broader SIP goals and compliance requirements.

Whether your team is just beginning to implement MTSS in math or is looking to fine-tune and elevate existing systems, the MTSS Math Fidelity Rubric: Align, Assess, Advance brings structure, insight, and direction to your work. It transforms complexity into clarity and supports your commitment to delivering high-quality math instruction and intervention to every student, every day.
